The sale has prompted county inspectors to extend today's deadline for restoring an apartment at 325 Trailblazer St. S.E. by an additional 30 days.
The extension allows the new landlord time to bring the property into compliance with the county's building and environmental health regulations.
"We are always willing to do something like that for people that are wanting to take care of things and get things done," said Mike Wood, Thurston County senior building inspector.
Necessary repairs include exterminating a cockroach infestation and eliminating a leak from the upstairs bathroom that's creating high moisture levels perfect for breeding mold.
The apartment has been home to Olivia Reyes and her four children for two years.
Reyes has said Ly did not respond to past complaints until she hired Tacoma-based attorney Belinda Armijo.
Ly, who did not return phone calls Wednesday seeking comment, said he was not notified about any problems with the apartment until mid-April.
County records show Ly sold the building on May 16, 11 days after inspectors gave him a laundry list of repairs to complete before the unit could be rerented.
Ly bought the fourplex in 1994 for $179,800. He sold it for $235,000 last month to Edgar Colon, whose only address listed with the county Assessor's Office is the Trailblazer Street building.
Although today marks the previously set deadline for repairs, county inspectors did not receive an update on the property until Tuesday, when Colon informed them he was the new owner.
Colon asked the county for an additional month to make the necessary repairs.
"I said that would be great, just that we didn't want it rented out and have folks living in there," Wood said. "Hopefully, everything will work out fine."
Colon could not be reached for comment Wednesday.
However, Wood said the new landlord intends to renovate the fourplex and replace the property's flat roof, which doesn't allow rainwater to escape. Colon also plans to hire an exterminator to deal with the cockroach problem, he said.
The Reyes family is moving into a new apartment today, Armijo said Wednesday. It remains unclear what, if any, action the family will pursue against their former landlord, she said.
"We're exploring the remedies available."
