Calls for change


State Sen. Pam Roach, R-Auburn, announced a package of changes to the election system Wednesday, including a new vote in the governor's race and a requirement that King County's election director be an elected officer as in other counties.

She also is advocating that absentee ballots be returned by Election Day.

Secretary of State Sam Reed plans to announce a package of changes to the election system today in Seattle and Olympia, including moving the state primary election from September to earlier in the year and requiring that absentee ballots be received by Election Day.

Reed also favors making the rules the same for provisional and absentee ballots.

Legislative leaders of both parties say reforms are in order.
