Bush sees next phase

WASHINGTON -- President Bush marked the six months that have passed since Sept. 11 by declaring Monday the start of the counterterrorism war's "second phase," vowing "a sustained campaign" to deny havens to people seeking to launch attacks.

In summarizing a strategy he said would be carried out by the coalition that has backed the U.S.-led campaign in Afghanistan, Bush stressed two key components: Any government will be viewed as a foe unless it acts to "help remove the terrorist parasites," and any nation posing a threat with chemical, biological or nuclear weapons will be confronted.

"Men with no respect for life must never be allowed to control the ultimate instruments of death," Bush said.

Bush said the United States stands ready to provide training and other resources to nations fighting terrorists who threaten their governments -- calling this a key element of the war's second stage.
